Lookup 4-digit prefix in ARCEP number plan (plans de numérotation) — identifies initial operator assignment

Mobile ranges: 06/07 — initial allocation to Orange, SFR, Bouygues Telecom, Free Mobile, MVNOs

Portability: France APNF/Syniverse manages portability DB — no public query endpoint exists

Current operator can only be determined via SMS routing (HLR lookup) or direct operator query

Special ranges: 068/069 = M2M/IoT, 080x = freephone/surtax, 09 = VoIP/non-geographic
